Rock salt works well down to a point and then stops. Brine, applied before an event, stops snow bonding to the surface in the first place. Which one makes sense depends on the forecast temperature, not on preference.
The scope does. Agreeing trigger depths and priority surfaces in writing before winter is what removes the five in the morning phone call.
Usually, though the earlier the better. Walking a property while it is still bare makes for a far better plan than walking it under a foot of snow.
