No, not up front. Turf costs more to install because most of the work is the base underneath. What you save is the ongoing maintenance, water and the cost of replacing a lawn that keeps failing.
Only if it was laid on soil. On a crushed, free draining base it washes down and drains through, which is exactly why the base matters more on a pet run than anywhere else.
Turf in full sun runs warmer than grass. In a shaded or part shaded yard, which is where most of our turf goes in, it is rarely an issue.
